How congress attempted to claw back with war powers


Problem: With the War Powers Resolution, Congress attempted to claw back its prerogative in the national security/war powers space. Around the same time, Congress also established the Foreign Intelligence Surveillance Act (FISA, which we cover later). Are these efforts unconstitutional intrusions on the President's Article II authorities? If not, what might a similar effort to claw back additional authorities look like in 2024 if Congress wanted to eliminate the argument of "legislative gloss" conceding power to the President?
