CASE SCENARIO

Scenario #1: The Supervisor of a local jail is creating a prison comprised of the following inmate population:

1,000 adult offenders
890 males:
200 drug trafficking offenders
100 armed robbery offenders
150 sexual offense offenders, of which 25 are sexual pedophile offenders
200 burglary offenders
100 fraud offenders
140 felony assault offenders

110 females:
20 prostitution offenders
10 sexual offense offenders, 4 are sexual pedophile offenders
50 fraud offenders
10 burglary offenders
10 felony assault offenders
10 drug trafficking offenders

The Supervisor has the option of incorporating First, Second and Third generation styles within his facility. Using the styles from each generation, how do you recommend this jail population be placed and why?

Scenario 2: Using the above inmate population statistics as well as the historical design from the Penitentiary Movement, design a prison that would best suit the segregation of these inmates. Using the ideas from the Reformatory Movement as well as current Services and Programs, include a brief discussion on any programs that would ?reform? these offenders.

Scenario 3: Delores has been incarcerated for two years in a federal prison pursuant to conviction for assault. The research found that a good predictor of whether an inmate would continue to commit crimes following release was the number of times the inmate had been arrested in the past. Prisoners with longer prior records were more likely to be rearrested than prisoners with shorter prior records. The research also showed that the first year of release is the most critical one. Nearly two-thirds of all the recidivism of the first 3 years occurred in the first year.

During this time, she feels she has been discriminated on by the male correctional guards, who keep whistling at her. But her biggest complaint is that her toilet keeps overflowing, and there is a strange odor coming from the cell next to her. She believes a rat or mouse may have gotten caught in some pipes in the wall because she has seen them on the floor from time to time. She has voiced her concerns to the correctional guard lieutenant, but she doesn””t believe any action is being taken. Whenever she asks to go to the clinic because her stomach is constantly upset from the odors, she is told to learn to live with it. She believes she has some constitutional rights, but the guards keep telling her she has lost her rights and she is going to have to learn to put up with this for the remainder of her sentence of 8 years. Is there anything she can do, or does she have to just accept her fate?
