From a practical point of view, the feasibility of the project for Maribyrnong Council can be divided into three elements which are: logistical, operational and legal issues. Firstly, logistical issue focuses on the flow of the syringes from providing to disposal process. It is suitable that the syringes are provided twice a week with two dozen in each container. Employees in collection part collect the used syringes once a day and deliver them to specified industry for destroying. Then, in operational issue, health centers, pharmacies, shopping centers and toilets are the main places for installing containers for clean and used syringes separately noting that blue boxes are for new ones and by contrast, red ones are for used ones. Each blue container holds two dozen clean syringes for each time provision. Lastly, Eg the Australian Institute of Health and Welfare Act 1987 (Cth) section 5 (1) (f) provides that the Institute may ‘conduct and promote research into the health of the people of Australia and their health services' (Public health law in Australia 1998 p.111 ).
