Problem: The Founders' original idea for the U.S. system was for states to have most of the power in setting policy, with a more limited role for the federal government. But even though American federalism remained virtually unchanged in terms of the explicit constitutional powers of the federal government relative to the states, in the 20th Century there was a big expansion of federal power in that relationship.
