Empowerment and delegation are two tools that are necessary to be a successful leader.  Empowerment is defined by the author as helping others develop a sense of self-efficacy, self-determinism, personal control, meaning, and trust.  One of the empowerments skills of an effective manager is delegation.  Some managers may feel threatened due to competition and be less inclined to empower their employees but when fostering the five core dimensions of empowerment referenced above, the returns are much more rewarding for both the employee, the manager, and the organization.  Empowered employees are more productive, committed, and motivated than other employees which is critical to the organization's success.  

Managers cannot do everything themselves.  By empowering and delegating to employees, management develops their team skills and reduce their own stress levels.  I see quite a bit of delegation in my department and I see how that allows my manager to take focus on the assignments that she needs to instead of spreading herself thinly trying to do everything.
