The study analyzes the degree to which teacher resources, described as number of teachers per 100 students, average teacher salary, and the amount spent on teacher salary per pupil are distributed equitably, according to student requirement, across and within districts in the states of Wisconsin and Wyoming, using two analytic approaches. Using both the district and the school as the unit of analysis, the first approach uses traditional vertical and horizontal equity analyses to calculate the degree of variance in the distribution of teacher resources to schools and districts. The second approach uses hierarchical linear modeling (HLM) to discover the relationship between student, school and district characteristics, including school and district size, and the distribution of teacher resources to schools.

Findings show that need, as defined by student demographics and school and district size, accounts for some of the inequity in the distribution of teacher resources, but that state-, district-, and school-level factors manifest differently in each state.
