Discuss the thick insulation with a thermal conductivity

An aluminum transmission line with a diameter of 20mm has an electrical resistance of R = 2.636x10^-4 (Ohms/m) and carries 700A current. The line is subjected to cross winds of velocity = 10m/s, that cause the line to sway into each other causing faults. The solution is to insulate the conductors and increase their operating temp. in doing so.
a.) Find the conductor temperature when the air temp. is 20 C.
b.) Find the conductor temp. again under the same conditions, but with 2mm thick insulation with a thermal conductivity of 0.15 W/m*K.
