To demonstrate competence in this unit, you must be able to demonstrate skills and knowledge required to review policies, conduct research to inform new policies, and write policies.

This assessment requires you to develop and implement policy that reflects the culture, values and objectives of your education and care service. Please note: You will need to consult your supervisor on this project.

Part A - Policy research and review

1. Review the existing policies of an education and care service. From this review select one (1) policy that requires updating. You are required to submit a copy of this policy with your assignment. You may remove any names or logos that would identify the service if necessary.

2. Evaluate your chosen policy to determine its relevance to the following points. Provide a short paragraph for each, detailing your findings:
a) the current culture, values, philosophy and objectives of the service and its clients
b) the National Quality Framework
c) other relevant legislation (e.g. WHS, Child Protection)
d) other global, national, state, regional and local policy/sector trends.

3. Provide a summary of the key areas that you feel requires changes to be made (you must provide at least one (1) example and remember to reference your research).

Part B - Draft Policies

1. Prepare a draft policy based on your research. Remember to ensure that you have amended the key areas that were identified in Part A, Question 2. Submit a copy of this draft policy with your assignment.

Part C - Distribute and test draft policies

1. Using the template provided in Appendix A, develop a consultation plan including:
- a list of all stakeholders who will need to be consulted in the policy review (you must consult with at least three (3) other stakeholders, one of whom must be your workplace supervisor)
- the strategies/methods you will use to collect the feedback (e.g. resources, surveys, meetings, phone calls etc.)
- timeframes.

2. Provide the stakeholders with a copy of the draft policy and any other relevant resources e.g. copies of relevant legislation.
3. Implement your plan and using the template provided in Appendix A, collate the feedback and document:
- Details of the feedback received
- Any changes or recommendations for further consideration.

Part D - Develop policy proposals

1. Develop and submit a final draft of your policy based on your consultations. It must meet legislative requirements and be presented in a format that is easy to understand and implement.

2. Describe how you would present this policy to management for approval.

3. Identify and describe at least one (1) potential implementation issue/s (consider training, resources, marketing and promotion).

4. Describe the services procedures for acceptance and formal approval of changes.

Part E - Implement and monitor

1. Your policy should now be ready to be implemented in the service. Describe in detail how you plan to:

a) distribute and promote the policy to relevant stakeholders (you must describe at least three (3) methods)

b) implement the policy, ensuring families and colleagues are given sufficient notice of changes

c) support families and colleagues through policy transitions

d) actively seek feedback regarding the implementation

e) ensure ongoing review of the policy (including monitoring and evaluation processes).
