Determine the max tension in anchor bolts due to service

A column with a horizontal member attached at the top subjected to a vertical load. Column is braced along y-y axis and there are no lateral loads. The moment connection is at the top. Picture is listed below. If there are any assumptions needed to be made that is fine, it just needs to be specified. I just need to show some work on how to get the final answer.

CODE: AISC 13th edition

Data:
footing reinforcement, fy: 60ksi
footing concrete: 5,000 psi
allowable soil bearing pressure, q: 6,000psf
structural shapes: A992
Base plate steel: A36
Ignore the self-weight of the W14 column in calculations

Determine:

a. determine the max tension in anchor bolts due to service loads

b. determine the lightest W14 column for the given loads
(please show the process on how this was done so I can learn from it. Thank you in advance)
