Determine the concept of credibility
Let us make it clear that credibility of a policy and that of a policy maker are two different things. Institutional constraints may make a policy credible which is independent of the fact who is the policy maker. A policy maker is believed to be credible if he does what he says whereas, credibility of a policy may be brought as the expectation that policy will be carried out.
