Hamilton famously (or infamously) argued that no Bill of Rights was needed as the Constitution only delegated specific powers to the new national government, and all others remained with the states or the people. (In essence, it would be superfluous). How necessary was the inclusion of the first ten amendments to the Constitution, both for its passage, and for its success as a system? Explain. Could you imagine the Constitution without these almost from the start? Discuss.
