Problem

An HR manager at a large organization organizes a training program for ten employees without first conducting a needs analysis. The training program is designed to teach the employees about the organization's policies and procedures. The program is evaluated by assessing trainee knowledge immediately before and immediately after the program (i.e., pre-test and post-test). Four of the trainees obtain a perfect score on the pre-test and therefore do not demonstrate an increase in knowledge. Furthermore, their high level of knowledge does not translate into on-the-job behavior, as evidenced by their subsequent low compliance with the organization's policies and procedures. The remaining six trainees demonstrate an increase in knowledge; however, this does not influence their on-the-job performance as knowledge of the organization's policies and procedures is largely irrelevant to the tasks they perform as part of their job. Describe and explain how two types (or sources) of information collected as part of a needs analysis (in the assessment phase of training) could have helped the HR manager avoid the above issues.
