Unlike Lázaro Cárdenas, who attempted to address poverty by distributing land to poor rural farmers or Jorge Eliécer Gaitán, who believed the poor could be civilized by improving their environment and hygiene, Juan Perón set out to improve the lives of working-class Argentines by encouraging them to join unions, raising their salaries, granting them bonuses and setting up a famous charitable foundation. However, such advances came at a high cost to Argentine society. Perón, who was an admirer of Italy's Benito Mussolini, exhibited many dictatorial tendencies and trained a personal militia, known as the descamisados to beat up or threaten opponents. A widespread secret police network ferreted out and tortured dissidents and newspapers that criticized Perón had their offices smashed or were taken over by the government. In Brazil, Getúlio Vargas decreed a minimum wage, an eight hour day and pensions for working-class Brazilians - which won him widespread admiration even though most businesses in Brazil ignored the new rules. Even so, poor Brazilians would say, "O presidente sempre lembrou da gente ("the president always remembered us.")
