Interpretation of a question lies in the eyes and minds of the individual completing the survey or responding to an evaluation question.
When one responds, this response is of free will. If we give as astute directions to the individuals do they always understand what we mean?
Is it the way we give the information, or is it the way we respond overall? Clearly, communication is our culprit and most of the time the giver of the information is not even aware of the lack of information or the miscommunication of the information. How do we categorize this issue? Is it purposeful, lack of knowledge of information sharing or lack of commitment to the program? What do you think? What one tried and provide method can we use to eliminate at least 90% of this problem?
