Calculate the ratio of weak acid to conjugate base

When asked to prepare a carbonate the buffer with a pH = 10, a lab tech wrote this equation to calculate the ratio of weak acid to conjugate base required:
10= 10.25 + log([HCO3-] /[H2C03])

Determine the wrong with this setup? If the tech prepared a solution containing equimolar concentrations of H2CO3 and HCO3- , what would be the pH of the resulting buffer?
