Bilateral extradition treaties


The US has bilateral extradition treaties with many countries. ( A person charged with crime in his home country might escape to the US; if he is captured in US, authorities in his home county might request that he be "extradited" that is, turned over for the prosecution under their laws)

The Senate attached the special rider to the treaty governing extradition to Northern Ireland: fugitives can't be returned if they will be discriminated against on basis of their religion. In leading case, the defense tried to establish discrimination in Northern Ireland's criminal justice system

One argument was based upon 1991 acquittal rates for the persons charged with the terrorist offenses. According to defense expert, these rates were significantly different for Protestants and Catholics: x(squared) = approx 6.2 on 1 degree of freedom, P = approx 1%. The data are shown below: 8 Protestants our of 15b were acquitted, compared to 27 Catholics out of 65.
