Benchmarking and application to the public safety sector


Problem: We always hear about companies promoting quality in the product and services.  They sell us on the fact that it is done through their quality control and assurance processes.  In some cases, this is a marketing tactic because they are trying to outdo their competitors.  Competition will lead to innovation, better products, and service.  This can be driven by the bottom dollar.  What about QC/QA in public safety?  In many cases, there is no competition since these services are provided by the local, state, or federal government.  Plus with mutual aid agreements, it is not uncommon for public safety entities to work together.  It is not revenue driven since public safety organizations are usually funded by the government.  Even if a locality uses a contract company to provide something like EMS they are sole providers for the area.  So, without competition and "being the only service in the area," not really revenue-driven how do you promote and maintain QC/QA and what kind of programs could you institute to make sure the best service is being provided? Feel free to narrow your discussion down to a specific public safety entity such as police, fire EMS, etc.
