Mobilizing for Action through Planning and Partnerships (MAPP) is a strategic planning process, which prioritizes public health issues and identifies necessary resources.

Local public health systems use this interactive planning process to improve their efficiency, effectiveness, and performance (National Association of County and City Health Officials [NACCHO], 2010).

To understand the constituents of performance improvement systems in public health, it is necessary to learn more about setting targets, goals, and objectives using the MAAP framework.
