Briefly explain from where you state the license host details whenever you setup the Clear case for the very first time?

In Linux edit the file license_host /var/adm/atria/config from the given location and then add up the license host name and in windows choose the clearcase from the control panel through switching to classic view then in licensing tab you will find out the radio button and use clearcase license server host choose it and state the license host name.
