How is it described that a person with spinal cord sectioned at cervical level is still capable to carry out the patellar reflex?

Arch reflex depends only on the integrity of fibers at a single spinal level. In arch reflex the motor response to stimulus is automatic and involuntary and doesn’t depend upon passage of information to brain. So it takes place even if spinal cord is damaged at other levels.
