Explain the term traffic shaping?

One of the chief causes of the congestion is that traffic is often busy. In case, hosts are made to transmit at the uniform rate, congestion could be less common. Other open loop method in order to help manage the congestion is forcing packet to be transmitted at the more predictable rate. This is known as traffic shaping.
