It includes the ability to REUSE most of the parts of the OpenBSD source tree, either for personal or commercial reason. OpenBSD comprise NO further limitation other than those implied by the original BSD license. Software that is written under stricter licenses cannot be comprised in the regular distribution of OpenBSD.
