(a) Forecasting future manpower requirements, either in terms of arithmetical projections of trends in economic environment and developments in an industry, or in terms of judgmental estimations based upon specific prospect plans of the company;
(b) Making inventory of current manpower resources and assessing extent to which these resources are used optimally; (c) Anticipating manpower problems by the projecting present resources in the prospect and comparing them with the forecast of requirements to discover their capability, both quantitatively and qualitatively; and (d) Planning the essential programmers of requirements, training, selection, development, utilization, transfer, inspiration, promotion and compensation to make sure that prospect manpower requirements are properly met.
