Describe rationale of design approach of transistor

A driver circuit is needed to operate the solenoid that controls the flow-valve within an effluent disposal system. There valve opens while the solenoid is activated upon receipt of an active-high input control pulse, consisting of a minimum level of ½ of the supply voltage from a source that can deliver a maximum current of 0.5mA. There solenoid needs an operating current of 100mA through a 10V supply and contain a coil inductance of 50mH. Transistors are obtainable that have a minimum βF of 25. Effluent flow should cease completely in 1ms of deactivation of the solenoid through the input control pulse. Design a suitable driving circuit, describing the rationale of the design approach.
