Determine the implications of the legislature
Policy outcomes are the result of legislative bargaining. So policy becomes a compromise between the executive and the legislature. Alesina and Rosenthal (1995, 96) presented a model to determine the implications of the legislature executive trade-offs on choice of policy. They yield a number of interesting results.
