Considering that preparedness is the responsibility of all U.S. citizens and that most of the critical infrastructure of the United States is owned by the private sector, imagine that you were just tasked by the Secretary of the U.S. Department of Homeland Security to develop a plan to increase whole community engagement. The whole community consists of individuals, the private and nonprofit sectors, faith-based organizations, and types of government (local, regional, state, tribal, territorial, or federal). Which group would be the first one you would reach out to, and why?
