There are a few methods you can enable or disable debugging on your site. If you are capable to login as an administrator & access the Site Administration block, then simplest way is to go to Admin->Server->Debugging and set it there. There are numerous options - the most frequently suggested setting for debugging is 'ALL: Illustrates all reasonable PHP debugging messages'. To disable debugging, just set this to 'NONE: Do not illustrate any errors or warnings.
