The Sherman Antitrust Act did not work because both the Democratic Cleveland and the Republican McKinley were friendly to big business. They regarded them as the engines of the national economy. For the first ten years the law was only in the book and when it was implemented it was defined as “conspiracies in restraint of trade.”
