Cost effectiveness of public and private cloud

Explain if it is cost effective in order to implement the private cloud instead of the public cloud and also provide reason for your answer?

It depends upon the kind of the business that demands a cloud setup. Assume if the subscription on public cloud for an application which is to be deployed on the OS images is proving to be more costly then to buy some new data centers and manage them. Then obviously a private cloud needs to be setup in place of the public cloud. These public clouds follow the utility billing methodology such as the electricity bill.
