The Export of DES, either in software or hardware, is strictly regulated through the U.S. State Department and the NSA. The government hardly ever agrees export of DES, in spite of the fact that DES is broadly available overseas; the financial institutions and foreign subsidiaries of the U.S. companies are exceptions.
