A Development Phase :

Here the Kernel is not dependable and the procedure is to add functionality to it, Optimize it and to attempt new ideas. This Phase provides rise to odd-numbered version numbers, for instance, 1.1, 1.3 etc. This is the time when the maximum amount of the work is done on kernel

A Stabilization Phase :

Where the aim and objective is to produce as constant the kernel as possible only minor modifications and adjustments are made. The version numbers of so called Stable Kernels are even, like 1.0, 1.2 and so forth.
