The Robotic Industries Association (or RIA) standard is the RIA, R15.06-1999 or ANSI, Safety obligations for Robot Systems and Industrial Robots. The ANSI or RIA is not a commandment however a controlled American National Standard. Adhering to it is not so much a legal matter as it is an observance issue. Since more and more users need observance with the standard in their contract specifications, you might be compelled to comply with the standard. More contracts will be allow this way, as the user is need to obey with OSHA instructions that comprise voluntary standards by reference.
