The capability building procedure has three phases:
i. First, the organization must develop the ability to do something, however inefficiently or imperfectly.
ii. As experience grows and company personnel learn how to carry out the activity consistently fine and at a satisfactory cost, the ability evolves into a true and tried capability or competence.
iii. Should the organization continue to refine and polish its knowledge and otherwise sharpen its performance such that it becomes superior than rivals at performing the activity, the center competence raises to the rank of a distinctive competence, thus providing a way to competitive benefit?
