What “class” of people was overwhelmingly in charge of the progressive movement?

Both Republicans and Democrats supported the Progressive Movement and so it got succeeded.It also had support from American Middle Class and labor class. The motives of the working classes were apparent. Workers themselves, sweating in industrial units, on construction projects and doing other forms of tiresome labor, were in no position to start a movement on their own behalf.
