The swapper works on the utmost scheduling priority. Firstly it will look for another sleeping process, when not found then it will come across for the ready-to-run process for swapping. However the main need for the swapper to work the ready-to-run process should be core-resident for at least two seconds before swapping out. And for swapping in the process should have been resided in the swap device for as a minimum of two seconds. When the requirement is not assured then the swapper will go into the wait state on which event and it is awaken once in a second through the Kernel.
