Define the term latency, transfer and seek time with respect to disk input-output.

Seek time is the time needed to move the disk arm to the needed track.
Rotational delay or latency is the time which it takes for the starting of the needed sector to reach the head. Sum of seek time (when any) and latency is the access time. Time taken to really transfer a span of data is the transfer time.
