In Photoshop can you organize layers?

Yes we can organize layers. For illustration you make a Ball in first layer and then in second layer you make the background. However you must lock all the layers and unlock the layer which you are working, since unlocked layers will be active always (active means, when you want to drag the ball, background layers as well will be affected).
