Common Language Specification is the set of basic rules that should be pursued by all .NET language to be a .NET- compliant language. It permits interoperability among two .NET-compliant languages. CLS is a subset of CTS; so the languages that are supported by CLS could use each other's class libraries similar to their own libraries. Application programming interfaces (APIs) that are considered by following the rules define in CLS could be used by every .NET-compliant languages.
