Why is the multi value or multicolumn problem any other type of the multivalued dependency problem?

The both problems try to store multiple values on an attribute in a table. In the multi value, multiple column problems, the multiple values are stored in various columns. In the multi valued dependency problem the multiple values are stored in various rows. In both cases, the resolution is the same: keep the multiple values in a separate table.
