Creation of new course

Why are participants being included automatically while a new course is created?

Answer 1

If a user is assigned system role or a role into the course category context then the user has this role in ALL of the courses in that context. Therefore users who are students or teachers at the category level appear as course participants in all of the courses in that category.

Please verify Administration > Users > Permissions > Assign system roles and also the Assign roles link in course categories page & unassign users as required.
