Sometimes, it is because of the building up of dust and dirt. But for the majority of such cases, it is because of fungus or algae growth on concrete bridges. As the bridge surface absorbs water and retains it for a certain period of time after rainfall so this offers a good habitat for fungus or algae to grow.
