Why would the costs be justified changing school systems

Disucssion

In the United States the government pays for elementary and secondary education. In other countries their government pays for elementary and secondary is paid by the parents. Then college is paid by the their government. In our reading in Public Budgeting System on page 73 under Benefit Received portion, " Elementary and secondary education, for example, is the most expensive local government service. If government provided this service entirely by charging parents and students the cost of providing education, many parents would be unable to send their children to school."

Question: If the United States adopted paying for elementary levels and the family paying secondary, would the costs be justified changing school systems to save the government funding?

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
