Problem: In regards to top-down versus bottom-up budgeting in the newsgroup. There are advantages as well as disadvantages to both. As is often the case, a hybrid of the two may be most effective, but the dilemma is that this can turn into a time consuming negotiation between upper management and field management. Can you please let me know your thoughts on this.
