Case Study Scenario:

You work in the Procurement Directorate of a large military base.  As a result of a natural disaster which devastated the region, your office has been overwhelmed with numerous procurement requests from the on-site customers you office normally supports.  Since the devastation has impacted several states in the region, your office has also been tasked with providing contracting support for various emergency relief agencies’ field offices that have been established in the area.  Some of these new customers include the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA), and the Army Corp of Engineers (ACE), the Coast Guard (CG), and the Center of Disease Control (CDC).

- Emergency medical treatment facilities

- Cleanup and removal of debris, contaminated water and hazardous waste from the impacted installations

- Repair of damaged portions of the main streets

- Minor structural repairs (broken windows and roofing) to facilities so that the customers themselves are operational.

The senior procurement official has assigned your department most of the requests with confidence that all can be accomplished; you have the reputation of “making it happen”.  Due to the visibility and urgency of this effort, daily milestones and tracking reports are required.  Total contracting effort is anticipated to be in the $10 billion dollar range.
