Write an 8-10 page paper (a total of approximately 2000).
Effective leaders both learn from the past and are able to adapt what they have learned to the present context.
In your paper, discuss how you, as Police Chief of Albuquerque, New Mexico, USA, a city with race problems and distrust of the police, can challenge the status quo and make a positive difference by improving the people's opinion of the police force and lower the crime rate.
In brief, your paper should outline a plan by which you can change (and hopefully improve) the city. Use the readings (BELOW) as a starting point but incorporate readings that you feel are appropriate as well.
Be sure to clearly describe how you will challenge your subordinate officers to make a positive difference in the community and get more people to feel safe in the downtown area. Also outline a time frame for your plan: for example, 6 months, 1 year, 5 years, 10 years, or more.
