Interpreting infant mortality rate


The infant mortality rate for pennsylvania for 1983-1985 period was 10.9 per 1000 live births compared to the rate of 12.5 for Louisiana. Is it appropriate to conclude that pennsylvania had the better record than Louisiana related to infant mortality? What other variables may be significant to consider here? The  infant mortality rate for whites in pennsylvania was 9.4 and it was 20.9 for blacks there. This is contrasted with rates of 9.1 and 18.1 for whites and blacks, respectively in losisiana. Hence race specific rates were lower in louisiana than in pennsylvannia, but the entire rate was higher in louisiana. Describe how this situation could arise.
