1. Historical context of emergency management;
2. How the National Response Plan, the National Response Framework, and the National Incident Management System all work together to ensure a proper response to disaster events and terrorist attacks; and an evaluation of the roles of nongovernmental entities, programs, and initiatives in responding to such events.
