Federal-state and local governments

The Federal Employee Polygraph Protection Act (EPPA) prohibits most private employers from requiring that employees and prospective employees submit to a lie detector test. However, this law does not apply to Federal, state, and local governments. Does a person who works for the government have fewer rights than a person who works for a private employer? Shouldn't employees all be treated equally? Why or why not?
