Discuss the Devolution Revolution
The term "devolution revolution" was coined during Clintons administration. The devolution revolution refers to the process of shifting the responsibility for social benefits from the federal government to state and local governments. TANF can be viewed as a reflection of this revolution. What is your opinion of this revolution? Based upon your research, what are some advantages and disadvantages of this movement as cited in the professional literature?

Discuss AFDC to TANF
Pretend you are sitting on a committee that is evaluating whether or not it is a good idea to change AFDC to a program such as TANF. As a committee member, you have been asked to look at this situation objectively. Provide a rationale for revamping AFDC to TANF as we know it today, or for staying with the AFDC model. Consider assumptions underlying the concept of the "deserving poor." Talk about the efficacy of means-tested programs. If you can, illustrate your points with experiences from your own or another''s agency.
