The cyclic majority voting, a problem first recognized by Marquis de Condorcet in 1785, the indeterminacy of voting process, has been seen as a major defect of majority voting as choice mechanism. Under direct democracy, suppose, voters are offered a proposal, if it is rejected then there will be a revision of proposal and as consequence there will be a revision to prespecified and intuitionally determined outcome. The interesting fact is that through this mechanism the agenda setter can have strong influence on the final outcome of the agenda selection exercises. The less favourable the revision level, the more able the agenda setter can exploit the situation. This fact has many important implications for design and management of large-scale policy switches in transition economics.
